Cap Rock Electric’s (CRE) load and service territory had
increased and changed over several years in a manner that left CRE
with several non-interconnected points of delivery from a single
supplier. This created a situation that left customers without power
should any one of the single points of delivery be interrupted.
Cap Rock contracted Utility Engineering (UE) to provide engineering,
design, procurement and construction management services to supply
CRE a 138 kV transmission loop with two interconnected points of
delivery from a new supplier. The project required UE’s simultaneous
coordination of the work of three independent transmission construction
firms to complete the project on schedule.
The initial changeover was coordinated so that five substations
requiring several high side phase rotational changes could be switched
in a single day. This changeover was successfully accomplished and
the substations switched in a safe and efficient manner.
