Utility Engineering (UE) and TIC formed a Joint Venture partnership for this EPC 2-on-1 combined cycle, 229 MW General Electric (GE) 7EA combustion turbine project. UE provided all detailed civil/structural, mechanical, electrical and controls balance of plant (BOP) engineering including all procurement specifications.

In addition, UE provided field engineer services during checkout, start-up and performance testing. Construction began in May 2003 and Provisional Acceptance occurred January 7, 2005.
