The J. K. Spruce power plant was built to meet a portion of the
City of San Antonio's projected power needs by its city-owned utility,
City Public Service. Utility Engineering (UE) was an at-risk consortium
member of the team that designed and built the turnkey, fixed price
project.
The unit is a single 550 megawatt, pulverized coal-fueled facility
that fully complies with permitted environmental standards regarding
sulfur dioxide and particulate emissions. The plant was designed
for cycling duty rather than being base loaded, which introduced
some unique design constraints. Since its operational date, the
plant has exceeded all original performance guarantees.
